Our client is a leading player in the manufacturing and branding industry who is dedicated to innovation, quality, and excellence. As they transition to the Sage 300 system, they are seeking a dynamic and experienced Payroll Manager to join their team and drive this exciting change.Duties & ResponsibilitiesCore Purpose of the Job: The Payroll Manager will play a strategic role by having oversight of the Company's payroll team and systems, and developing and recommending changes in policies and procedures to ensure strong internal controls are in place. In addition, the incumbent will be responsible for critically reviewing and analysing current payroll procedures to recommend and implement changes leading to best-practice operations.

Principal Deliverables:
  • Payroll Management
    • Oversee all payroll activities, including the month-end process, ensuring accuracy and compliance with company policies and statutory requirements.
    • Ensure payroll procedures are fully defined, meet best practices, and that the department adheres to these practices.
    • Facilitate the generation of continual improvement processes and quality standards within the Payroll Department.
    • Ensure costs are allocated correctly to each cost centre on the payroll system.
    • Load payments onto the banking system and manage the first release.
    • Facilitate payroll audits, ensuring the efficient provision of information to auditors.
    Business Processes
    • Update and maintain relevant payroll policies and procedures.
    • Ensure internal controls are in place to manage risks.
    • Support the business by providing accurate salary information during wage negotiations.
    Employee Benefits
    • Administer all company benefit plans.
    • Ensure timely and accurate payments to Retirement Funds and Medical Aid, and reconcile statements.
    • Align fund rules with the Corporate structure and ensure correct fund allocation to each individual.
    Reports
    • Prepare accurate and timely reports as requested by management.
    • Provide management with key statistics, trends, and recommendations.
    • Prepare bonus and increase schedules.
    • Compile summaries of earnings, taxes, deductions, disability, and non-taxable wages.
    • Prepare annual leave reports and manage annual leave appropriately.
    • Research and analyse discrepancies and process appropriate corrections.
    Headcount Budgeting
    • Liaise with Business Unit and departmental heads to facilitate the Group's headcount budget.
    • Ensure headcount budgets are accurately captured on IDU and monitor changes.
    Systems
    • Participate in the development of payroll and HR information systems strategy.
    • Act as a system super-user and troubleshoot technical problems.
    • Maintain the accuracy and integrity of payroll system information.
    Time and Attendance
    • Oversee the Time and Attendance system and processes.
    • Ensure alignment of rules governing payroll and time and attendance across the Group.
    • Advise on any anomalies.
    Project Management
    • Function as Project Manager for Payroll and HR information systems upgrades and projects.
    • Maintain and review existing processes and implement best practices.
    • Develop sound project management methodologies.
    • Monitor project progress and resolve issues to maximize ROI.
    • Work with the business change manager on transitions.
    • Manage risks and issues arising from projects.
    Statutory Compliance
    • Meet statutory deadlines and requirements.
    • Ensure compliance with statutory requirements to prevent legal losses.
    • Submit pension returns, PAYE, SDL, and UIF returns correctly and on time.
    • Prepare and submit statutory returns for Workman's Compensation.
    Remuneration Management/Benchmarking
    • Identify and analyse business needs through research into remuneration trends and best practices.
    • Transform business needs into best-practice remuneration solutions.
    • Structure employee and executive packages to link performance and reward.
    • Provide tax-efficient remuneration structures per SARS regulations.
    • Advise on salary or tax-related benefits.
    • Provide financial dimensions for benchmarking exercises.
    • Compile documents for presentation at REMCO.
    • Initiate salary scenario costing for planned initiatives.
    • Ensure the Group achieves global statistics.
    Human Resources
    • Adhere to relevant labour legislation.
    • Mentor and develop the payroll team, fostering accountability.
    • Manage team careers with HR, including performance reviews and training.
    • Promote employment equity and skills development through a diverse workforce.
    • Adhere to BEE codes of good practice
    Qualification:
    A relevant tertiary qualification in Finance or Payroll is essential.
  • Experience:
    • A minimum of 8-10 years of experience in a similar role in a medium to large organization.
    • Experience in business strategy, payroll analysis, and business process reporting and documentation.
    • Project management experience.
    • Familiarity with payroll benefits (e.g., Provident Fund, Risk Benefits).
    • Excellent knowledge of BCEA, EE, SDLA, Income Tax Act, COIDA, and other relevant legislation.
    • Experience with Sage 300.
    Remuneration: R60 000 - R80 000 Cost to Company
