JOB SUMMARY:
Under general direction, this position administers all College finance activities. Duties include: providing leadership to the Finance Division in the areas of administration, management, supervision, budget preparation, evaluation, staff training and development; ensuring the functionality of the College's financial system within the Enterprise Resource Planning system; and responding and making recommendations for appropriate action for any issues that may arise in any of the finance areas.
SPECIFIC DUTIES AND RESPONSIBILITIES:
PHYSICAL DEMANDS:
This position classifies the physical exertion requirements as sedentary work involving lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally, and other sedentary criteria are met.

Requirements are representative of minimum levels of knowledge, skills and/or abilities. To perform this job successfully, the employee must possess the abilities or aptitudes to perform each duty proficiently. JOB SUMMARY:
Under general direction, this position administers all College finance activities. SPECIFIC DUTIES AND RESPONSIBILITIES:
- Provides oversight of financial activities such as cashiering, accounts payable, payroll, accounts receivable, and general accounting; prepares and monitors budgets, budget transfers and budget amendments for all cost centers under Finance. Reviews overall purchasing and inventory procedures for internal controls, and addresses any issues or critical needs.
- Controls the cash management of the College; invests surplus funds within the framework of prescribed regulations.
- Establishes, integrates, and coordinates a sound internal control system; provides signing authority on certain contracts or official documents for the College such as construction draw requests, banking documents, etc.
- Reviews and approves supplier invoices, supplier match exceptions, ad hoc/payroll payments, student stipends, sales tax payments, budget amendments/transfers, changes to supplier contracts, requisitions, journals, personnel actions, time entry, leave requests, and write offs of inventory, new organizations in Workday; creates and prepares manual journals and budget transfers; and reviews and approves requests for new revenue and spend categories as well as new ledger codes in Workday.
- Review and implement reporting requirements as prescribed in new Governmental Accounting Standards Board (GASB) standards.
- Collaborate with other Florida College System (FCS) colleges on best practices for higher education institutions.
- Reviews and makes recommendations for new employees, employee terminations, employee training, and other personnel actions related to the Finance Division.
- Tests functionalities of the financial system for the bi-annual releases of Workday ERP system.
- Serves as the primary contact for audit inquiries from state and federal auditors; reviews and certifies fiscal reports for federal and state grants; and oversees and reviews the financials and audit of the Clark Advanced Learning Center Charter School. Responsible for responding to finance related audit inquiries.
- Supervises submission of all applicable tax forms and compliance with any required communication with federal and state agencies, IRS, and FL DOE etc.; prepares schedules and required materials for SACS accreditation related to Finance.
- Responsible for the preparation and content of financial reports including the College's Annual Financial Report.
- Reviews and coordinates completion and submission of required surveys and state reports.
- Coordinates the financial portion of student registration; coordinates and supervises the financial activities of the College's Flexible Benefits Tax Reduction Plan.
- Supervises maintenance of all required records.
- Completes all other duties and responsibilities as assigned.
- Master's Degree in Accounting, Finance, or related field; eight (8) years of accounting work experience in an administrative or managerial role, preferably at a college or government administrative environment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
- Preferred certification as a Certified Public Accountant.
- Knowledge of accounting/ fund accounting, budgeting, finance, GAAP and GASB.
- Skill in organizing, prioritizing, creatively solving problems, leading others, time management, and using resources effectively.
- Skill in working with Microsoft Office, Windows based applications and integrated accounting systems
- Ability to multi-task, be flexible, make decisions; and administer departments.
