Our client based in Pretoria is looking for a Supply Chain Officer to be based full time at their offices. This is a 12 month fixed term contract. The Supply Chain Officer must have good knowledge of B-BBEE Act, PPPFA, PFFMA and Treasury and will be required to provide a professional and compliant procurement process for allocated user stakeholders which achieves timely, values for money, high stakeholder satisfaction, to take active lead role in the management of the company's supply chain, maintain the supplier database and examine existing procedures and streamline activities to efficiently respond to user needs. Skills and Qualifications Required:Diploma or degree in Supply Chain Management or equivalent NQF qualification2-4 years' experience in Supply Chain ManagementComputer literate with excellent MS word, Excel and PowerPoint presentation skills, Sage Evolution preferred)Good Knowledge of B-BBEE Act and PPPFA, PFMA, TreasuryHave good time management skillsPlanning and organising skillsAnalytical and problem solving skills to deliver appropriate solutionsHave the ability to work well as part of a teamReport writing skillsSelf-motivated and pro-activeHave strong negotiation skillsHave resilient stress management abilitiesAbility to provide advice and engage with various stakeholdersFunctional Output and Activities:Administration and support by managing finances efficientlyManage the extensions of service provider contracts as and when the need arisesMaintain and update all SCM templates and process flowsMaintain an audit trail of all procurement processes and contract renewals performedEnsure that all goods and services procured are in line with the approved budget of CouncilAttend to all related audit queries timeouslyAssist with assessing and mitigating risksProvide support and assistance in the formulation and revision and supply chain policiesPrepare monthly, quarterly and annual reports Manage the tender process Coordinate all formal procurement processes and tenders for operational servicesPrepare and coordinate the adjudication documentation and manage the process until final approvalDevelop and issue bid conclusion correspondenceEnsure that Conflicts of interest is appraised and managed optimally Procurement ServicesManage and execute daily procurement processes for professional servicesEnsure all procurement activities are carried out in line with the company policies and proceduresWork towards contracting suppliers through competitive processes, to achieve efficient and consistent procurement with maximum value for moneyIssue purchase ordersPrepare, maintain, and review purchasing files and reports Liaise with suppliers to resolve all procurement challenges and discrepanciesEnsure staff awareness on procurement matters Quality ManagementReview requisition orders in order to verify accuracy, specifications and budget cost centreCompare suppliers' invoices with bids/ quotes against purchase orders in order to verify accuracyClose out orders when confirmed as correctly received items and approve invoices for payment Supplier database management Ensure that new supplier files are openedUpdate the Supplier register on an annual basis Budget Management Assist in the development of annual procurement planEnsure that all good and services procured are in line with the approved budget of Council Maintain relations the company divisions, Council Members and external Service ProvidersProvide assistance in respect of procurement matters to all divisions on requestLiaise with staff within the company, Committees, Boards, Council and Service providers to obtain information and ensure that necessary actions are completed on a timely basis; in addition, develop a good working relationship with themEnsure that service providers adhere to the company Occupational Health and Safety.Attend to phones and other queries
