The Ministry for Regulation is a newly established small government agency with a big job to do. We are a small group of dedicated professionals, working in a 'can do' environment.

About the Role:

The Ministry has a rare opportunity to provide advice on how to significantly strengthen New Zealand's regulatory management system, and what the role of the Ministry and other agencies should be in contributing to that system into the future.

The Senior Policy Advisor is a critical role in the Policy and Strategy team - taking the lead on key pieces of work, coaching colleagues, and liaising with other agencies and stakeholders to ensure our advice is relevant and well informed.

The specific work and focus of the role will change over time to reflect the priorities of the Ministry and Minister for Regulation, but you can expect to:

* take the lead in delivering specific pieces of policy work, including providing day-to-day support and coaching to other team members
* take responsibility for the day-to-day operation of significant aspects of the regulatory impact analysis system and its continual improvement, and QA Regulatory Impact Statements
* contribute to larger, highly complex projects where others have the accountability for the delivery of a series of related outputs
* help develop approaches to understanding regulator performance, including advanced or innovative approaches to gathering and analysing performance information, and collaborating with other central agencies in doing so.
* contribute to work focused on determining the strategic direction of the Ministry, including machinery of government and public sector management considerations.

You will be part of the broader Policy and Strategy team and have an opportunity to contribute to a variety of work across the team, and wider Ministry.

The role operates within a complex and dynamic environment that requires a capacity to exercise flexibility and sound judgement, juggle multiple tasks and develop and maintain effective relationships. You will undertake a mixture of fast-paced, short-term work and longer-term deeper thinking.

This role is banded from $108,126 - $143,618. The successful candidate is expected to be appointed within this band, dependent on skills and experience.

About you:

We are looking for someone who:

* has a tertiary qualification (or equivalent experience working in government). A relevant qualification (e.g. law or economics) would be a bonus
* Has at least 5 years' experience working in policy roles, preferably including a mix of regulatory policy, strategic policy, public sector management, and machinery of government.
* Demonstrates personal integrity, sound judgement and an honest and ethical approach.
* Strong written and verbal skills with the ability to communicate complex issues and concepts clearly, succinctly and with influence.
* Has a good knowledge of a range of policy frameworks and methods.
* Demonstrates advanced critical and logical thinking. Has political nous and incorporates consideration of government priorities into the way they present advice.
* Has strategic thinking capability to identify what is important for the policy area in the long term, and system thinking to see policy issues in the wider context.
* Has demonstrated the ability to quickly form good relationships and work effectively, empathetically, and collaboratively in a team environment, including a positive and effective coaching and feedback style.
* Understands and cares about the impact that regulation has on the lives of every New Zealander, and the nuances involved in improving regulatory outcomes.
