Job Title: Finance Manager
Primary Purpose:
Responsible for managing and developing business analysis of financial statements for the Council's Funds. Oversee the accounting team's management for processing financial transactions and statutory returns, ensuring compliance with accepted accounting practices and regulations. Key Performance Areas, Deliverables & Measures:
  • Management of the Team of Accounting Professionals / Clerks
    • Manage and cultivate a motivated and productive finance team environment.
    • Collaborate with Funds Administrator & Finance Executive to set and achieve team objectives.
    • Review employee performance and identify future needs and capabilities.
    • Plan workload allocation, conduct performance appraisals, and facilitate training interventions.
    • Resolve staff-related issues within the finance department.
    Key Performance Indicators:
    • Motivated and skilled team
    • Compliance with HR policies
    • Availability of staff
  • Budgeting
    • Provide strategic financial guidance to executive management and departments.
    • Collaborate with departments to align financial goals with Council's objectives.
    • Improve budgeting efficiencies and prepare budget drafts for submission.
    Key Performance Indicators:
    • Accuracy of expense accounts
    • Compliance with financial policies
    • Provision of annual budgets and forecasts
  • Financial Reporting
    • Prepare, analyze, and report financial statements for Council submission.
    • Analyze variances and propose corrective actions.
    • Verify reconciliations and prepare monthly management accounts.

    • Complete and accurate management accounts
    • Compliance with financial policies
  • General Ledger Management
    • Manage cash flow and ensure accurate financial transactions recording.
    • Verify and authorize entries, resolve ledger queries, and process payments.

    • Accuracy and timeliness of reporting
    • Compliance with financial policies
    • Availability of funds
  • Statutory Compliance
    • Submit returns to regulatory authorities and ensure compliance with tax regulations.
    Key Performance Indicators:
    • Timely and accurate submissions
  • Fixed Assets Maintenance
    • Oversee fixed asset register maintenance and depreciation calculations.
    Key Performance Indicators:
    • Timely and accurate posting
  • Ad hoc functions as assigned
  • Key Stakeholder Relationships:
    • Internal: Funds Administrator, Finance Executive, Accounts Administrators, EXCO, all FBC departments
    • External: Bank, Department of Labour, External Auditors, SARS, Service Providers
    Qualification Requirements:
    • Minimum: B Degree in Accounting
    • Preferred: Honours Degree
