Controller

General Description:
This position is responsible for the accurate tracking of all College financial transactions in full compliance with generally accepted accounting principles, Federal and Commonwealth of Virginia statutes, regulations, and policies, and Virginia Community College System (VCCS) management standards. The controller will provide timely and accurate financial information and reports to executive management, VCCS System Office staff, and others. The Controller will work under the direction of the Vice President- Finance and Administration.

Duties and Tasks:

  • The Controller is responsible for the supervision of the day-to-day financial operations of the College including general ledger, monthly and year end close cycle, accounts payable and purchasing card, payroll, local cash management, grants accounting, auxiliary accounting, and capital project and fixed asset accounting.
  • The Controller’s responsibilities further address the preparation of the College’s financial statements, preparation of reports for internal and external constituencies.
  • Oversight of the Office of the Controller, supervision, and development of financial professional staff members.
  • The controller will be responsible for operational accounting standards, financial analysis, and ERP financial module system implementation and update.
  • Ensures the accurate and timely processing of all accounting transactions and accounting related processes
  • Works closely with the College’s financial aid department in administering student loans, scholarships, state and federal financial aid
  • Acts as the primary liaison with auditors to coordinate and manage the annual financial audit, single audit for federal and state grants, and financial aid audits; prepare, gather, and review information prepared by others required for these audits
  • Serve as Administrator for governmental online systems such as G-6, SAM, IRAPT, NSF, and other federal and state granting agencies.

Must be able to pass a fingerprint-based criminal background check.

KSA’s/Required Qualifications

KSAs:

  • Thorough knowledge of integrated financial systems and related automated systems applications
  • Ability to listen and clearly and effectively communicate both verbally and in writing
  • Ability to prioritize work in a multi-task environment and work independently as well as to work as part of a team
  • Thorough knowledge of GAAP, GASB, FASB standards and fund accounting
  • Knowledge and possession of high professional standards and a code of ethics characterized by honesty, integrity, openness, and fairness
  • Knowledge in management of accounting operations and compliance, including change management
  • Demonstrated Customer-First attitude/behavior and have the ability to be a team player committed to the strategic and operational direction of the College.
  • Advanced working knowledge and skills in data manipulation and presentation.
  • Exhibit strong business acumen and professionalism to work closely with the internal business partners as well as external business partners
  • Ability to think and work quickly and calmly while under pressure, working to deadlines
  • Ability to analyze problems, propose solutions, and implement the decisions in a timely and efficient manner.
  • Ability to interpret policies and regulations and apply appropriately to transactional data.

Required Qualifications:

  • Experience in finance/accounting or business administration.
  • Experience in a managerial level position with supervisory responsibility for a complex financial operation.
  • Experience with multi state payroll operations.
  • Experience in MS office with proficiency in MS Excel.
  • Experience with audit and internal controls.

Additional Considerations:

  • Experience in a cash basis community college environment
  • Experience as a Controller or a position of similar responsibility
  • Experience with PeopleSoft Administrative Information System applications
  • Certified Public Accountant or Certified Management Accountant
  • Experience in preparing financial and management reports including forecasting .
  • Experience in ERP implementations and update.
  • Experience developing, implementing and maintaining internal controls to effectively safeguard and manage finance resources
