The Tax Appeals Commission (“the Commission”) is an independent statutory body under the aegis of the Department of Finance whose main task is hearing, determining and disposing of appeals against assessments and decisions of the Revenue Commissioners concerning taxes and duties in accordance with relevant legislation. Tax Appeal Commissioners decide on matters that are in dispute between taxpayers and the Office of the Revenue Commissioners involving a range of taxes and duties. Since its establishment, the Commission has closed 11,033 appeals at a value of €7.2 billion.

The Tax Appeals Commission seeks interested candidates for the role of Temporary Tax Appeal Commissioners (equivalent to Tier 3 on foot of legislation). The role of Temporary Tax Appeal Commissioner is an important post at this level with a demanding but interesting and varied workload. The primary responsibility or the role will be to make determinations on matters that are in dispute, and adjudicate on all types of tax appeals up to and including the value of tax in dispute of €10,000,000 per appeal.

A panel will be formed from this process from which a number of temporary vacancies may be filled for a minimum of two years.

The ideal candidates will have:

  • Have qualified as a barrister, solicitor, tax consultant, accountant, or have experience in the field of tax or a business-related field, with a capacity to apply legal principles and legal jurisprudence.
  • An ability to exercise the quasi-judicial function in the administration of justice independently and impartially on the basis of the assessment of the facts and in accordance with a conscientious understanding of the law, free from any extraneous influence, inducements, pressures or interference, direct or indirect, from any quarter or for any reason.
  • Exhibit and promote high standards in conduct in order to reinforce public confidence in the Commission which is fundamental to the maintenance of its independence and adhering to the principles, ethos and values set out in the Bangalore Principles of Judicial Conduct. 
  • Excellent analytical abilities with ability to operate effectively in a complex and dynamic environment.
