Accountant/Compliance and Tax Analyst

 

Performs professional accounting activities to ensure that the college meets its legal reporting requirements as a tax-exempt entity with respect to Federal, State and Local tax laws as well as international tax treaties as applicable. This position performs research on tax and compliance that affect segments of the college as issues arise; supports the business activities of the college through compliance reporting for federal funds, grants, contracts and debt service; and performs advanced accounting functions and ensures compliance with generally accepted accounting standards. This position also monitors compliance with complex IRS rules and regulations, collaborates with Human Resources for all payroll tax matters and monitors and strengthens internal controls through policies and procedures and testing of specified areas. This position is required to safeguard confidential financial and personal information.

 

Remote/Hybrid Work option available for Florida Residents. 

 

DUTIES AND RESPONSIBILITIES:

  • Responsible for preparing and/or coordination of preparation for all Federal, State and Local tax returns and applications, including but are not limited to 990 and 990-T, 1098-T, 1099’s, 1042, 1042-S, tangible property tax returns, ad valorem tax exemption applications, sales and use tax returns, unclaimed property and Florida Corporate Income/Franchise Tax Return.
  • Review, approve and process tax related issues consisting of accounts payable payments to non-resident aliens, including scholarship payments; independent contractor payments; collection of information and preparation of report for campus unrelated business income; and activities related to keeping college employees properly informed of all tax compliance rule and regulations.
  • Perform the role of lead administrator of the online tax determination software (Glacier) for non-resident aliens.
  • Develop an understanding of the immigration regulations, tax policies and treaty provisions that affect RCAD students, faculty and staff.
  • Research and understand federal, state and local tax laws. Communicate findings both verbally and in writing to management.
  • Responsible for educating staff, faculty and students on nonresident alien payroll, scholarship and accounts payable tax reporting requirements.
  • Communicate and coordinate with departments to ensure compliance with complex IRS rules and regulations. Review all new accounts that involve sales and services to determine potential tax liability including unrelated business income tax. 
  • Assists with the development and modification of automated systems to collect data for the purpose of reporting to the appropriate governmental agencies as well as grant and contract reporting. 
  • Initiate, recommend and implement tax policies and procedures; serve as liaison to Human Resources for all payroll tax matters.
  • Responsible for analysis and reconciliation of general ledger and financial aid accounts.
  • Responsible for grant, contract and debt service compliance and reporting.
  • Monitor and strengthen internal controls through policies and procedures and testing of specified areas, including workflow.
  • Assist with year-end closing, preparation/review of supporting schedules and planning the financial audit.
  • Participates in the compilation of internal and external financial reports; responsible for government and industry financial reporting.
  • Serve as a liaison to Advancement for contribution tax matters and ensures contributions are recorded in compliance with FASB.
  • Remain competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses.
  • Monitor non-profit status of college.
  • Perform other job-related duties as assigned.

 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of accounting principles, practices and procedures
  • Ability to interpret and comply with International, Federal, State and Local tax and financial regulations
  • Knowledge of tax laws and tax research techniques
  • Knowledge of computerized accounting systems and applications 
  • Proficient with report writing software
  • Technical and accounting knowledge of non-resident alien taxation compliance and processing
  • Ability to examine and reengineer internal controls, formulate policy, develop and implement new strategies and procedures
  • Ability to train and mentor staff in their work
  • Demonstrated ability to handle multiple projects, effectively prioritizes and meets deadlines in a fast-paced, changing environment
  • Well organized, highly motivated, proactive, team player and results oriented
  • Ability to work with sensitive information and maintain strict confidentiality
  • Highest standard of ethics and integrity
  • Must be flexible and able to work within organizational change
  • Must possess strong analytical, interpersonal, oral and written communication skills

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in Accounting, Finance or related area with accounting coursework
  • At least three years tax and accounting experience
  • Proficient with Excel and tax compliance software

 

PREFERRED QUALIFICATIONS:

  • CPA or master’s degree in taxation
  • Higher education, non-profit experience
